Joe Sams is a veteran technology leader, entrepreneur, and the voice behind the “The WV-Tech Guy” blog. With over 30 years of experience in the IT industry and more than 20 years in executive leadership, Joe has dedicated his career to helping organizations leverage technology to drive growth, resilience, and innovation. As the President and Founder of Biztec, a regional managed service provider, he leads initiatives in strategic IT consulting, cybersecurity, cloud infrastructure, and AI-powered physical security systems.
Joe’s professional background includes work across multiple sectors such as healthcare, finance, education, manufacturing, and government. He has successfully led large-scale infrastructure deployments, developed compliance programs for regulated industries, and implemented digital transformation strategies that focus on performance, security, and long-term sustainability.
He holds an MBA from West Virginia University and a bachelor’s degree in business administration from Ohio Valley University. Joe is a Certified Information Systems Security Professional (CISSP) and maintains a variety of vendor-specific certifications in cybersecurity, access control, and cloud-based technologies. He is also a member of ASIS International, a global organization for security professionals.
In 2024, Joe graduated from the Leadership West Virginia program, a highly respected statewide initiative that identifies, develops, and connects emerging leaders to advance the state’s long-term success. Participation in the program reflects Joe’s deep commitment to civic leadership and his ongoing efforts to support economic growth and community development across West Virginia. Through this experience, he has deepened his understanding of the state’s challenges and opportunities and strengthened his network with leaders across industries and regions.
Joe is a lifelong resident of West Virginia and has a strong passion for the state’s future. He believes that the continued growth of the technology services sector is vital to building a diverse and resilient economy. By helping local businesses adopt modern digital tools and infrastructure, Joe is working to ensure that innovation and opportunity are accessible throughout the Mountain State. He sees technology not just as a business advantage, but as a cornerstone of sustainable economic development.
